Users must have the 'Utilities - Referral Management Full Control' right assigned with their group membership.
To identify the users assigned to the groups with the Utilities - Utilities - Referral Management Full Control right assigned go to Reports / List / User List or Setup / Security / Users / select each User and review the Group Membership Tab.
To identify which groups have the Utilities - Referral Management Full Control right assigned go to
Reports / List / Security List / Print the Group Right List or Go to Setup / Security / Groups / and select each group to review the rights assigned. While in the Groups setup screen, if the user should see the Refer To button, assign the right to the group and Save.
Users may be required to logout and back in to see the changes.
