If a user receives an error message stating "Can't login at this time," the message means exactly that: the user does not have access to login on that specific day, or at that particular time.
To confirm or change the user settings:

Click the word “Setup” and the “Security” and “Users ” options from the drop-down list

Select the desired user

Click the Login Info Tab

Click the Edit button

Ensure the days of week selection(s) are correct

Ensure the time of day hours are correct

Click the Save button
