Issue description:
Since the Quick Fill feature was disabled, users can no longer access patients' Preferred Appointment Times. The link is greyed out.
Signs:
The "Preferred Appointment Times" link is greyed out in the Edit mode of the Patient's Overview.
Steps to reproduce:
1. Go to the Patients Overview page of a given patient and click the EDIT button.
2. Notice the Preferred Appointment Times hyperlink is greyed out.
Workarounds:
