This user is only allowed access to those patients specifically assigned to this user. You do that in the Patient menu "Assign To Restricted User". This is for those users that should only have access to a single patient (or a few) because they are temporary. Restricted access is, many times, assigned to a user who is a Consulting or Referring doctor, or an Accountant.
